At Rancho and Lake Mead, the Errands Arrived First and the Rink Comes Back Last

  • November 5, 2026

"We recognize how much our local community values the ice rink. However, the current facility is out of date." That was Agora Realty CEO Cary Lefton in May, when 8 News Now reported that a major equipment failure had closed Hylo Park Ice Arena, the former Fiesta rink.

Lefton's quote explains the order things are happening at Rancho Drive and Lake Mead Boulevard. The coffee and burritos showed up first. The grocery store and most of the other shops come next. The rink, the one part of the old casino corner that North Las Vegas already used, comes back last, and it comes back as part of something bigger than a neighborhood ice sheet.

What is open on the Texas Station side

Hylo Park South is the 90,750-square-foot shopping center at the southeast corner of Rancho and Lake Mead. It sits on part of the old Texas Station footprint. In August, the Las Vegas Review-Journal reported that developer Agora Realty & Management had finished construction on the 11-acre plaza and called it 95 percent leased.

Two tenants have opened so far:

  • Chipotle Mexican Grill, 2188 North Rancho Drive. The City of North Las Vegas held its ribbon cutting on July 9. Chipotle's location page lists hours of 10:30 a.m. to 10 p.m. daily.
  • Starbucks, which was already serving customers when the Review-Journal story ran on August 4.

For now, that's a morning coffee stop and a quick dinner on a corner that was a casino parking lot not long ago. Everything else in the plaza is scheduled for next year.

The grocery anchor and the rest of the lineup arrive in 2027

Agora's announced tenant list includes Cardenas Markets, Ross Dress for Less, PDS Health, AT&T, The UPS Store, Chase Bank, Allstate Insurance and Sourdough & Co., plus a Tesla EV charging station. According to the developer's release, the remaining tenants "will be open and operating by early 2027."

Cardenas will change the corner more than any other tenant. The 40,000-square-foot store at 2400 N Rancho Dr is the plaza's anchor. On October 23, What Now Las Vegas reported that it was still scheduled for early 2027. A full grocery store turns a coffee-and-lunch stop into a weekly errand, and the bank branch, shipping counter, dental office and Ross all add to that once they open.

In-N-Out runs on its own schedule. The chain paid nearly $4 million for a 1.2-acre piece of the plaza, and the sale closed in July. On July 29, In-N-Out's real estate director told the Review-Journal that the company hoped to start construction soon and usually needs eight to nine months from the start of construction to opening. KSNV reported the same estimate. So when work starts on that pad, you can count forward roughly three seasons.

Why the rink is on a longer clock

The Vegas Golden Knights took over the old Fiesta ice arena as operator in November 2023, working with Agora. When the equipment failed this spring, Agora said the upgrade would take about 12 to 14 months. The company also said it would use the closure to renovate the whole building. Counting from the May 13 announcement, that puts the work at roughly May through July 2027. That window lines up with the "summer 2027" debut Agora named for Hylo Park in the same announcement.

Two details from that report matter most for local skaters and hockey families. The Golden Knights said they would make ice time available at other local rinks during the closure. Agora said it would offer interim programming meant to give the North Las Vegas community "an early preview of what is to come."

Lefton described the goal in long-term terms:

"We need to take a long-term approach to the use of the rink and its integration into the Hylo Park vision. We want the rink to be a valuable asset for the community and players."

The rink comes back inside a tournament district

On October 1, the City of North Las Vegas announced that Agora had started construction on the third and final phase of its 73-acre Hylo Park master plan. This phase covers 25 acres on the former Fiesta side and is a $375 million district built around youth sports and sports tourism. The city's release lists these pieces:

  • A 250,000-square-foot multi-sport indoor field house with a Robbins MVP Sports floor system
  • The existing multi-sport arena, being renovated into a pro-level facility
  • Game Changers Sports Academy, a college preparatory school
  • Outdoor public space and a community field
  • Shops, restaurants and a family entertainment center
  • A 177-key Hilton Embassy Suites

Completion is set for late 2027. The release says the district is meant to host "local, regional and national tournaments."

So the rink that served the neighborhood is becoming one venue among several at a destination built for travel teams, with a hotel next door. The release also includes the part residents will care about. "During construction the Agora team will provide interim community and tournament programming at its existing arena," the city wrote. Mayor Pamela Goynes-Brown said the district "will enhance our local quality of life as well as provide lucrative supporting jobs."

The community field, the outdoor public space and the restaurants are the pieces a nearby household is most likely to use on an ordinary weeknight. Families with kids in competitive sports will feel the bigger change, because tournament weekends could start being played a few minutes from home.

The corner's calendar, in order

Here is the sequence based on what Agora, the city and the tenants have said:

  1. Now: Starbucks and Chipotle are serving customers at Hylo Park South. The ice arena is closed for its equipment overhaul, and in May the Golden Knights said they would make ice time available at other local rinks during the closure.
  2. Early 2027: Cardenas Markets and the rest of the Hylo Park South lineup are scheduled to open, including Ross, Chase, The UPS Store, AT&T, PDS Health, Allstate, Sourdough & Co. and Tesla charging.
  3. About eight to nine months after its construction starts: In-N-Out, going by the chain's usual build time.
  4. Summer 2027: The Hylo Park debut Agora named when it announced the rink closure.
  5. Late 2027: The field house, academy, community field, restaurants, entertainment center and Embassy Suites are scheduled for completion.

The first phase is already taking shape across the master plan. The West End is a Lennar neighborhood of nearly 400 homes. City filings describe 373 lots and a central park with an adventure trail and a play structure. When all three phases are done, the old Texas Station and Fiesta Rancho properties will have homes, a grocery-anchored shopping center and a sports district on one 73-acre site.

For people living nearby, that means everyday shopping filling in through early 2027 while construction continues next door, and then, by late 2027, a district that will draw visitors from across the region on tournament weekends.
